Roles in SAFe Agile
The Scaled Agile Framework (SAFe®) distributes responsibilities across four primary levels to ensure that high-level business strategy is effectively translated into technical execution. As of 2026, many of these roles increasingly integrate AI capabilities to enhance data-driven decision-making and workflow efficiency.
1. Team Level Roles
This is where the actual development and testing happen in two-week iterations.
- Agile Team: A cross-functional group (5–11 people) including developers and testers who define, build, and test stories.
- Scrum Master / Team Coach: A servant leader who facilitates ceremonies, removes blockers, and coaches the team on Lean-Agile practices.
- Product Owner (PO): Acts as the customer voice for the team; they prioritize the Team Backlog and ensure the work delivers maximum value.
2. Program (ART) Level Roles
These roles coordinate a "team of teams" (50–125 people) known as the Agile Release Train (ART).
- Release Train Engineer (RTE): Often called the "Chief Scrum Master," the RTE facilitates ART events (like PI Planning) and manages major risks and dependencies.
- Product Management: Responsible for the Program Backlog; they work with customers to define "Features" that teams will deliver.
- System Architect: Provides the technical vision and architectural runway to ensure the ART’s output is robust and scalable.
- Business Owners: Key stakeholders with ultimate fiduciary and ROI responsibility for the value delivered by the train.
3. Large Solution Level Roles
Used only in "Large Solution SAFe," these roles coordinate multiple ARTs working on massive, complex systems.
- Solution Train Engineer (STE): Coordinates multiple ARTs and suppliers within a Solution Train.
- Solution Management: Defines the "Capabilities" and roadmap for the entire large solution.
- Solution Architect: Defines the technical architecture across multiple trains.
4. Portfolio Level Roles
This level connects the entire organization’s strategy to its execution through Lean Portfolio Management (LPM).
- Epic Owners: Responsible for driving high-level "Epics" through the Portfolio Kanban system from identification to completion.
- Enterprise Architect: Works across the organization to align technical strategy with business goals and emerging technologies like AI.
- LPM Team: A leadership group that manages the portfolio budget, strategic themes, and investment funding.
